We have smart people here.. Why is a hornet phev $1500 off in ohio and $10k in PA?

I pretty much threw it out in the title.

Looking at random cars.. and the Dodge hornet PHEV is around 1500-2k off max in Ohio.

In PA the phev is 10k and the non phev are about 2500-3k off.

seems too extreme to just be some sort of PA hybrid credit.
